MONROVIA — Most open-world video games are made in studios with headcounts in the hundreds and budgets in the tens of millions. Monrovia Hustle 3D was built by one developer, on one machine, in Liberia's capital — and its creator says that is the point.

HUIX-2099, the studio behind the project, released a playable vertical slice of Monrovia Hustle 3D this week. The game follows Jboy, a 24-year-old navigating downtown Monrovia's informal economy after his girlfriend breaks up with him over financial instability. Players walk Carey Street and Benson Street, take missions from a street connector named Trapper, weigh advice from an uncle with office contacts, and earn Liberian dollars — choosing, in the game's framing, between hustle and legitimacy in a city where the line between them is blurred.

The release is not positioned as a finished commercial product. HUIX-2099 founder and CTO Victor Edet Coleman describes it as 'a playable concept' designed to 'prove direction and gather signal' — download metrics, watch time, survey feedback and waitlist interest — before seeking the funding and partnerships needed for full production.

That framing is deliberate. The global games industry generated an estimated US$184 billion in revenue in 2025, yet virtually none of it flows to studios in West Africa. The barriers are well known: capital, tooling, distribution, and the assumption — held by most publishers and investors — that commercially viable games are made in North America, Europe and East Asia. HUIX-2099 is betting that a tight proof of concept, grounded in a story and a city that no existing studio can replicate, is the fastest way to challenge that assumption.

The technical constraints under which the game was built are unusually severe. Coleman developed Monrovia Hustle on an i7 machine with 4 GB of RAM — hardware that would be considered entry-level in most markets. The stack runs on Next.js, React, Three.js and WebXR rather than a conventional game engine, a choice that trades raw graphical fidelity for reach: the game runs in a web browser and can be distributed as an Android APK, sidestepping app-store gatekeeping entirely.

The production values within those constraints are notable. Nine voice actors deliver in-engine dialogue across scripted mission sequences, and a music partnership with the Liberian artist Bucky Raw gives the soundtrack a local sound that licensed-library alternatives cannot match. The design philosophy — 'lean scenes, compressed audio and textures' — optimizes every asset for minimum-spec performance, an approach that happens to map well to the devices and bandwidth available to most African consumers.

The vertical slice includes a comic-style intro, a bedroom hub with phone interactions, open-street gameplay on several downtown blocks, and voice-acted mission sequences. Planned additions include a club environment and office scenes that open the legitimate career path. An early-access Windows build is scheduled alongside the existing Android release.

Coleman draws a distinction between 'not finished' and 'not serious,' arguing that releasing a proof of concept to gather real data before scaling is standard practice in game development — and that studios in better-resourced markets do the same thing, just with more polish on the prototype. The studio is seeking partners and investors who, in its words, 'care about representation and West African urban stories.'

Whether the bet pays off depends on whether the concept translates into the metrics that funders want to see: downloads, retention and a community signal strong enough to underwrite full production. But the attempt itself is significant. If a single developer in Monrovia can ship a playable, voice-acted, 3D open-world prototype — on hardware that costs less than a month's rent in San Francisco — the argument that African studios cannot compete on digital content becomes harder to sustain.

What to watch is whether the vertical slice generates the traction HUIX-2099 needs to move into full production, and whether the model — lean, browser-based, built for the devices people actually have — proves replicable for other African creators.
